Steampunk is a science fantasy that be inspired by 19th-century industrial steam-powered machinery.
Steampunk works are often set in an alternative history of 19th century's British Victorian Era or American "Wild West", in a future during which steam power has maintained mainstream usage, or in a fantasy world that similarly employs steam power.

What's up with that name huh !?
It's a large ship with a figurehead & theme of an actual dragon.
Yes, it's the Revolutionary Army's Ship. Used by Monkey D Dragon to rescue the citizens at Gray Terminal, and when they landed at another island to get supplies.

Granma is the yatch that used to transport 82 fighters of the Cuban Revolution from Mexico to Cuba in November 1956 for the purpose of overthrowing the regime of Fulgencio Batista.
Some of you guys might think the phrase "Wind" is referred to Dragon's devil fruit ability.
But my "nakama" said the wind might be related to the actual phrase "Wind of Change" — forces that have power to change things. The change gonna be happening soon ...
The wind that leads the Revolutionary Army as Granma was a yacht used to ship fighters from Mexico to Cuba for Cuban Revolution.
